Можно проверить так:

если добавить это в начало loader_Load, то например если он подписан и на Load, и на Shown

Ну это пример просто, может быть почти любое другое событие любого компонента. Поэтому и предложил проверить так.

Ну так если этот обработчик подписан и на это, и на другое событие (Load, …), то потому и вызывается 2 раза )
